The last hooligan has to serve his sentence nine more years

Beijinger Niu Yuqiang (牛玉强) was sentenced to death with reprieve as a hooligan in 1984 for his three crimes: rubbing a hat, breaking a window, and beating a person during “Severe Attack” period (严打). This was changed to serving until 2008. In 1990, he had a medical parole. Now, he has to serve the rest of his sentence until 2020. Since the so called “hooligan” crime is removed from the Chinese legal system, Niu is called the last “hooligan”.
